The Process Safety Engineer provides technical support to assist in compliance requirements of OSHA’s process safety management (PSM) and EPA’s risk management plan (RMP) and works closely with plant operations and technical personnel on process safety issues and initiatives to ensure process safety regulatory objectives are met and further reduce risk within the refinery.
Responsibilities May Include
Utilizing site-level, personal experience, Phillips 66, and industry information to drive continuous improvement and reduce risk.
Identifying opportunities to reduce process safety risk; supporting scope development and execution of capital and expense projects.
Completing What-If Hazard Reviews and developing recommendations for addressing process safety issues.
Providing support and engineering technical input for all PHAs, including preparation and implementing resolution of recommendations.
Maintaining facility siting standard and conducting facility siting reviews that enable the safe placement of temporary and permanent buildings within the refinery.
Assisting with MOC reviews for PSM related items.
Participating in incident investigations.
Assisting with implementing new systems and program elements (ARC applications, new software, workflow improvements, human performance initiatives, etc.).
Participating in compliance audits.
Supporting operations and maintenance by providing technical guidance, troubleshooting, and process safety oversight.
Increasing process safety awareness and fluency.
Participating in AFPM Process Safety Network.
Legally authorized to work in the job posting country
Bachelor’s Degree in Engineering
Currently hold a valid driver’s license
3 or more years of experience in refining, petrochemical or related industry
3 or more years of experience working in engineering, operational, or HSE roles
Willing to travel (<10% expected) for training, networking, or support for other P66 locations
Bachelor’s Degree in chemical engineering
Experience with OSyS KMS, Enablon and Sphera Impact systems
3 or more years of experience in refining industry, including roles with direct process safety experience
1 or more years of process design experience
Good track record for delivering on commitments, achieving results
Good interpersonal skills and ability to influence others
Must have good planning, written and oral communication skills
Proficiency with Word, Excel, PowerPoint
Self-motivated and driven to succeed
Very organized with attention to detail
The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
