Manages the business and technical activities of assigned region. Responsibilities may include several of the following: accounting, budgeting, installing financial controls, assisting in the assessment of technology and training needs, preparing technical reports and proposal documents, providing technical sales support, ensuring customer and regulatory satisfaction, and evaluating and establishing efficient and effective work processes for locations within the assigned region. Primary Responsibilities: Business Development / Proposal Management * Leads staff in the development of annual strategic plan for the region including the creation of both expense and capital budgets. * Leads staff in reviews of potential new facilities for operations efficiency and costing. * Collaborates with Business Development personnel in preparing proposals. * Oversees the due diligence process * Assures proposals are on time and on budget Account Management / Contract Management * Manages Area Managers to effectively execute existing contracts to achieve maximum profitability consistent with good business judgment and practice. * Maintains effective relationships with key political and community decision makers in the region. * Actively participates in public forums to support Veolia Water goals and to enhance community education. * Ensures superior client relations: responds to customer needs and solicits client feedback * Solicits customer and sales input to gain an intimate understanding of customer needs, problems and systems in order to provide a complete solution * Improve levels of satisfaction, identify need for and implement corrective actions and to evaluate and develop new business opportunities * Ensures that customer requirements and deadlines are met Negotiations * Participates in negotiations of regional, multi-site and/or complex agreements * Oversees and manages change variations and negotiates and secures favorable renewal margins * Secures profitable scope changes Procurement * Leverages region resources to maximize purchasing power * Ensures compliance with legal requirements and company policies * Identifies and justifies capital expenditures using the CAR process Financial * Monitors region financial performance including compliance to cost center budget, personnel utilization, pricing, customer invoicing and collections * Identifies opportunities for improvement and guides team when corrections or improvements are needed * Consolidates and prepares monthly reports in a timely manner * Prepares annual budgets for region review * Ensures that region meets or exceeds plan * Forecasts monthly budget variances * Ensures timely collection of receivables Safety & Environmental Compliance * Promotes and models safety culture * Ensures plant compliance and adherence to OSHA, State and Veolia Safety and Environmental Programs Management/Human Resources * Staff development (cultivates individual talents, promotes and secures training resources, motivates successfully) * Leadership (builds relationships, facilitates team success, provides direction and delegates responsibly) * Guides the implementation of Human Resources policies, plans and programs for the region. * Identifies in conjunction with Training Department staff and HR training needs and coordinates execution of training programs. * Monitors employee performance appraisal program in conjunction with HR to assure performance evaluations and goals are completed in a timely and meaningful manner. * Establishes standards of performance with key staff and monitors wage and benefit levels on a regional industry basis. *LI-TA1
+ Must have a four-year college or university degree in a related field; master's degree in related technical or business field desirable
+ Ability to plan and organize and directly control the utilization of scarce resources.
+ Possess a thorough knowledge of the operation, maintenance, and process control of water/wastewater treatment facilities.
+ Capable of overseeing and ensuring the proper management of multiple projects.
+ Must be reliable, thorough, and dependable with the ability to work both independently and as leader of a team.
+ Ability to provide effective leadership for Area Managers and other staff.
+ Ability to interface effectively with clients including preparing and presenting information at public forums including but not limited to clients governing boards.
+ Minimum of ten years of experience in management of utility systems, showing progressive steps of increased responsibility.
