Description

Under general direction, responsible for planning and implementing highly complex cost estimate project control functions and systems for various size and types of projects conditional on requirements as defined by DOE and the Directorate. Estimates the work, resources, and dollars using estimating tools drawing from an understanding of project management methodology, project control principles, and hands-on experience with cost estimating software. Works with multiple specialists or analysts, and interfaces with other Lab Project Controls Specialists in the utilization of templates and working with Senior estimators on the trends and progress of their plans and estimates.

Responsibilities:

• Working with senior line management, project managers, and project teams, develops, implements, and maintains the project controls system estimates and the project Work Breakdown Structure (WBS)

• Ensure that the project complies with DOE and Fermilab project controls system requirements

• Utilizing FNAL Project Controls (PC) tools standards; develop, implement, and maintain the PC System cost estimates

• Performs project cost estimate data analysis in conjunction with the Control Account Managers (CAM) and trend projections, develops metrics to analyze and processes updates to the Estimate to Complete (ETC) and EAC and implementing baseline revisions

• Provides and participates in project start-up to completion preparing proposals and developing detailed project controls plans, statements of work, and other types of planning documents on highly complex projects with substantial scope and high level of risk

• Implements proposed contracts with respect to cost estimation requirements imposed on subcontractors; interfacing with Lab managers in monitoring and directing their efforts; participates in meetings involving cost estimation, maintenance and revisions of subcontractors.

• Conducts risk analyses and assessments; identifies high-risk issues that could impact project success and recommends solutions

• Analyzes and evaluates existing systems and providing feedback for changes and new systems, striving to make project estimation systems more efficient, effective, and responsive

• Works with the project’s technical staff, project management, and functional managers to: o Develop resource needs (Labor and M&S) and the project’s Basis of Estimate (BOE); for incorporation to the schedule and baseline

• Process ETC updates to generate the project’s EAC

• Maintain the project’s Change Control process

• Develop project’s cost estimates, monthly status and performance reporting

• Provides information about the project schedules, resources, and project estimates

• Assists senior managers with progress and presentations pertaining to the project estimates, resources, and project performance

• Provides correct application and implementation of cost estimation as defined by DOE Order 413.3; provides supervision to staff members within the project controls functions

• Other duties as assigned

Position Requirements

Education

• Bachelor’s degree

• 4 - 11+ years of Project Controls/ Project Management/Cost Estimation experience

• 4 - 9+ years in Cost Estimation experience

• Experience with MS Office and Excel including Pivot tables

• Experience with Cost Estimation software

• Project Controls/Project Management certification(s) are desirable

• Ability to work with general supervision and meet deadlines, including working in asemi - structured environment with the ability to develop and implement new processes and procedures

• Ability to effectively communicate and work with both technical and non-technical staff
