DEPARTMENT: CONTRACTS AND GRANTS, PURCHASING
NORC’s Contracts department is a growing and closely-knit group of contracts and legal professionals that drafts, reviews, and negotiates NORC’s more than 1,500 legal agreements annually. Contracts also manages and advises on a wide variety of privacy, data governance, audit, and conflicts matters to ensure regulatory compliance. Our Contracts department is a dynamic and highly visible team within a growing nonprofit organization. In taking responsibility for assessing and advising on any potential risk to the organization, we are integral to ensuring NORC’s success.
The Purchasing team is nested within the Contracts and Grants department and is responsible for the negotiation and procurement of materials, equipment, and supplies from vendors. The team coordinates sourcing activities including competitive bidding, and develops and maintains supplier relationships in compliance with NORC policies and federal, state and/or local requirements.
Promote the department goals and missions
Supervise other Contracts and Grants staff members including managing a team of junior and senior level direct reports
Manage a complex contracts portfolio and
Ensure subcontractor compliance by reviewing subcontractor proposal submissions
Review NORC proposal budgets and subcontractors' budgets prior to submission to the client
Collaborate with the Purchasing team to ensure small businesses are included in our database, ensures project staff remain aware of their committed subcontracting goals
Oversee contractor relationships to ensure contract compliance, generation of progress, schedules, and other status reports, invoices and supporting documents in a timely manner
Administer contracts close out process, finalizing outstanding contract issues, invoices, and contractor performance evaluations
Establish relationships with internal and external management with respect to project contracting activities
REQUIRED EDUCATION, EXPERIENCE, KNOWLEDGE, AND SKILLS:
Bachelor's degree required (MBA, JD or related advanced degree preferred)
At least 7 years of experience in all aspects of pre/post award contract administration activities under government funded contracts and the FAR/DFAR
Significant experience managing, training and mentoring staff
Strong knowledge of federal cost accounting standards(as applicable to nonprofit organizations a plus)
Excellent leadership, communication, presentation, and interpersonal skills
Strong organizational, analytical, critical thinking, and time management skills
Expertise in Federal Acquisition Regulations (FAR); strong familiarity with the full range of contract types such as. FFP, CPFF, CPAF, Time and Material, and federal awards
Thorough knowledge of a variety of agency supplements, subcontracts, nondisclosure, and teaming agreements
Strong track record in contract negotiation, subcontracting, purchasing, and pricing experience
Highly skilled in all aspects of proposal lifecycle including bid development, project cost proposals and analyses, compliance with federal government regulations and contract closeout
Proficiency in Microsoft Office Suite required
