This job was posted by https://illinoisjoblink.illinois.gov : For more information, please see: https://illinoisjoblink.illinois.gov/ada/r/jobs/7837971 University of Illinois at Urbana-Champaign in Urbana, Illinois, seeks a Director of Capital Programs. *Duties:* The Director of Capital Programs provides coordination and administrative oversight for planning, design and construction of new buildings, additions/modifications to existing buildings, and associated backbone infrastructure in support of the mission of the University. Also assume responsibility for contract specialists to bid and procure consulting and construction services. Responsibilities include: The Director is responsible for leadership and executive administration of six departments that make up the Capital Programs Division; Capital Planning and Space Management, Deferred Maintenance and Classroom Improvement Programs, Facilities Information Resources, Sustainability and Transportation Demand Management, Contract Administration and Project Management. Lead the design process and manage outside consultants and external contractors as well as construction managers. With six direct reports to the Director, the Division is supported by a staff of 40 full-time academic and civil service personnel. Responsibilities include: 1. Provide leadership and management to all units included within the Capital Programs Division (10%). 2. Administration of the capital planning, design and construction process for the Urbana campus, working with campus units from project initiation through project completion. (10%) 3. Establishment of policies and procedures related to project definition, planning, budgeting, and delivery methodologies (5%). 4. Oversight of the University Qualification Based Selection process for the employment of Architects, Engineers and Land Surveyors (5%). 5. Procurement of construction services from Architects, Engineers, Construction Managers and Contractors (6%). 6. Development of capital improvement priorities and preparation of the State Capital Budget submission for the Urbana campus (6%). 7. Administrative management of all campus, university and leased space resources in support of the Office of the Provost (5%). 8. Administration of the site evaluation and selection process for buildings, additions and land improvements (6%). 9. Coordination of capital projects requiring Board of Trustee actions with the Office of Capital Programs and Real Estate Services (6%). 10. Provide guidance and input on the development and use of all capital delivery support systems, including PRZM, FCPWeb, CAPS and Upside (7%). 11. Establishment of the parameters for Project Labor Agreement use (6%). 12. Monitor and review all federal, state, and University rules and regulations affecting design and construction (6%). 13. Serve on campus committees and panels as needed (6%). 14. Represent Facilities & Services and the Urbana Campus on City, County and Regional Planning Committees and task forces, including but not limited to GIS Consortium, CUUATS, Regional Planning Committee, UIRP Design Review Committee and East Central Illinois Building and Construction Trade Council (6%). 15. Oversee the execution of all Capital Projects to ensure completion on time and on budget with the expected quality (10%). Full-time position. *Requirements:* Bachelor's degree in Architecture or Engineering. Ten years' experience as a Director, Engineer, Architect, Project Manager, or related which includes ten years of progressively responsible administrative and supervisory experience in facility design, construction and/or management in universities. Experience must include delegating and supervising the work of planning, project management and support staff, and work with academic individuals and groups on a variety of issues. Experience must include handling numerous issues simultaneously and meeting required deadlines.
